In recent days, a number of materials related to the activities of GM Uzbekistan have been published in electronic media, including on changes in the car sales system.
We fully support the critical and most importantly analytical approach of media representatives to the coverage of recent processes in our industry and emphasize our readiness for an open and constructive dialogue.
In this regard, we want to clarify the most pressing issues raised in such articles and posts.
1. The binding of prices to freely convertible currency is a practice widely used by economic entities and for most is not news. For example, the national airline, mobile operators, Internet providers, travel agencies nominate prices for their goods and services in freely convertible currencies - in US dollars or Euros. Payments are made in national currency at the official rate of the Central Bank on the day of payment.
It should be noted that when paying the minimum amount of advance payment (85%), exchange rate changes will not affect the remaining part of the payment, which will be paid at the rate established on the day the contract is concluded, i.e. The price of the car will not change.
2. Car prices are primarily composed of costs included in production costs, expenses of the period, expenses for financial activities, expenses for taxes and other obligatory payments, as well as the agreed level of minimum profitability from the production and sale of cars.
When determining the costs of production and sale of cars, taken in justification of prices, the Regulation on the composition of the costs of production and sale of products (works, services) and the procedure for generating financial results, approved by the Cabinet of Ministers dated 05.02.1999, No. 54, are used, and also other legal acts.
In addition, the State Committee for the Action of Privatized Enterprises and the Development of Competition exercises state control over the activities of GM Uzbekistan as a monopolist, in particular the observance of the pricing procedure and the application of an agreed level of car prices in accordance with the legislation of the Republic of Uzbekistan.
3. Automotive industry is a multifaceted process that requires significant financial and time costs, the availability of technical capacity and other resources. The practice of global automakers shows that to create a finished product, i.e. from the supply of raw materials to the production of the car, it takes an average of 3 to 6 months. The peculiarity of our situation is that Uzbekistan is one of the countries located at a considerable distance from the main sea routes. The Uzbek auto industry has already become an integral part of the global automotive industry, and currently a certain part of the necessary raw materials and components are supplied from more than 20 countries located on almost all continents, such as South Korea, USA, Germany, Italy, Mexico, Brazil, Russia , Poland and many others.
Delivery times for finished cars are determined on the basis of these factors and currently average 3 months. At the same time, GM Uzbekistan is taking measures to reduce the timing of car deliveries, taking into account production processes and standards, the logistics component, etc., in connection with which a two-month volume of automobile production is contracted.
Of course, it is possible to supply and store in the company's warehouses a certain amount of component parts, which would last for several months in advance. However, this will lead to the freezing of significant financial resources and an increase in the cost of the car. In some cases, there is a risk of damage and deterioration in the quality of stored materials.
In order to prevent such negative factors, reduce financial costs and ensure the car’s prime cost at the regulatory level, the company stores the minimum necessary (monthly) volume of raw materials and components to ensure the production plan.
In order to reduce the delivery time of cars, a new contracting system was introduced on a monthly basis, as a result, the maximum delivery time for production vehicles was determined, which is 60 working days (for the Captiva, Malibu, Orlando models, the delivery time is 90 working days). One of the main goals of introducing such a contracting system is to prevent consumer dissatisfaction with the many months of waiting for deliveries of contracted cars and the need to make additional payments when changing car prices, as well as to prevent speculative use of the situation for personal gain by individuals.
4. The localization of automobile production occupies an important place in reducing the cost of the car. In this regard, large-scale work is being undertaken in this area, and the level of localization is increasing every year.
To date, as part of the localization program, more than 160 enterprises producing automotive products have been created and operate. As a result, the localization level for some models reached 70-75%.
At the same time, effective localization of certain types of component parts is possible when production volumes of at least 500 thousand cars are reached. In this regard, certain types of raw materials and components, such as aluminum, polymers, injection molding units, cylinder blocks, transmission, gearbox, on-board computers are currently imported from abroad.
In order to provide more detailed coverage of these and other issues by GM Uzbekistan, it is planned to hold a press tour for media representatives with visits to production sites. During this event, journalists will be able to directly familiarize themselves not only with the production processes, but also with new initiatives in the field of car sales, as well as receive comprehensive answers to the questions they raise. This event will be held on July 5 this year. at the Asaka Automobile Plant, and its results will be presented to the general public.
